You should finish knowing which document sits behind each requirement, who asks for it, what triggers renewal, and how each one fails on the day. Fees, deadlines and validity periods that could not be traced to a government source are flagged rather than guessed.
The Teacher Licensing System: who needs one
The federal framework is the Teacher and Educational Leadership Standards and Licensing Programme, introduced in 2017 and, according to the UAE government portal, expected to be fully implemented by 2021. It applies to Emirati and expatriate educators in public and private schools, and requires passing a national examination and presenting a portfolio of evidence.
The Ministry of Education defines licensure in its guide as "a permit issued by the MoE after meeting specific requirements, which enable its holder to practice his/her job in the educational field". The guide groups licensable roles into three families, and this is where schools underscope:
- Teachers, across Arabic, English, Mathematics, Sciences, Islamic Studies, Social Studies and vocational specialisations.
- School professions, including Lab Instructor, Librarian, Assistant Teacher, Guidance Counselor and Special Needs Specialist.
- School leadership, including Principal, Lead Principal, Cluster Lead and Vice Principal.
Assessments are role-specific and include subject tests by cycle plus a Leadership Test and an Early Childhood Specialization Test. The MOE guide states three attempts for each test; the government portal states three chances to apply for the licence, with a retake possible after a lapse of six months.
The transitional licence is the mechanism for people already in post. The MOE's transitional licence guide sets five requirements: link the Emirates ID to the profile using a one-time password; supply an equivalency certificate number or an attestation number; book the test and pay the fees; submit the profile for principal approval; pay the licence fees. Validity is stated plainly, "Two years after the issue date", with no renewal option. That two-year clock is the most useful date in a UAE staff file: fixed, non-extendable, easy to miss.

Equivalency and attestation: the operational bottleneck
Nothing causes more late appointments than the qualification chain, because it runs through several authorities in sequence and each has its own queue. For a foreign degree the government portal requires "attested certificates in case the educator has graduated from a university outside the UAE; the certificate must be attested by Ministry of Foreign Affairs and International Cooperation and the country's embassy in the UAE". Separately, recognition of university certificates runs in two stages: verification of the degree with one of the Ministry's trusted partners, then application for recognition. Universities ranked between 1 and 200 require only verification. Distance and eLearning qualifications are accepted except in specialised professions such as engineering, medicine and law.
Abu Dhabi layers its own requirement on top. The ADEK School Employment Policy at clause 2.2 requires qualifications to be "attested by the relevant authority, and evidence of UAE equivalency shall be provided", and treats an appointment as temporary until attestation is complete. Clause 2.3 extends this to experience certificates, which must be attested or accompanied by a school disclaimer confirming verification.
The sequencing problem follows. The teacher cannot obtain a licence without an equivalency or attestation number; the school cannot confirm the appointment without the attestation; the visa runs on its own timetable. A candidate hired in June for an August start who begins equivalency in July will not have a clean file in September.

How KHDA, ADEK and the MOE differ
The MOE owns the licence: it sets the standards, runs the assessments and issues the permit that lets a person practise, but it does not run your staff file audit.
ADEK is the most prescriptive because it holds the data itself. Registration on PASS must happen before engagement (1.1), volunteers and invited visitors included (1.2), and ADEK vets all candidates, with those under investigation for student protection matters not passing vetting until cleared (1.3). ADEK verifies eligibility for core positions itself (1.4) while schools set their own requirements for non-core positions such as Finance Director (1.5). The Staff Eligibility Policy is explicit that a valid licence means a "Certified License" issued by the MOE including an MOE-recognised international licence, and that "The MoE 'Transitional License' is not considered a valid license but will be accepted where certified licenses are not yet available". A federal instrument treated as a stopgap by the emirate regulator is the nuance a single "licence: yes" field destroys.
ADEK dates carry consequences. The Staff Eligibility Policy is effective from 22 November 2022 with compliance from AY 2024/25 (Fall term); school counsellors had to apply for a DCD licence by 16 August 2024; Health and Safety Officers in post had to meet the requirements by 1 February 2026. Under grandfathering at clause 2.5, leadership staff must hold a valid educational leadership licence, and teaching staff a QFE 6 diploma or valid teaching licence, by the start of AY 2026/27 (Fall term).
KHDA regulates through the school permit rather than an individual staff database. Its Educational Services Permit process requires a qualified principal appointed at least six months before the academic year starts, of good conduct without criminal convictions, evidenced through a Principal Appointment Checklist. The permit runs one year, renewable annually with 30 days' notice, at AED 50,000 initial for for-profit schools and AED 20,000 non-profit, renewing at AED 35,000 and AED 14,000. Above all of them sits federal law. The government portal states, citing Article 6 of Federal Decree-Law No. 33 of 2021, that it is illegal to work in the UAE without a valid MOHRE work permit, and puts issuance and renewal at AED 250 to AED 3,450 by company classification A, B or C. Medical fitness runs through the residence visa route: applicants must be free of communicable diseases such as HIV and TB, with TB screening repeated on renewal.

What an inspector actually checks
Compliance monitoring is not the same as educational inspection. The ADEK School Compliance Policy sets out three visit types: annual compliance visits against MOE and ADEK requirements, school readiness visits before licensing of new or modified buildings, and ad-hoc visits in response to complaints. Clause 1.4.2 obliges schools to give authorised personnel unhindered access.
In a staff-file review that means a few cross-checks repeated across a sample. The system record against the paper record: a PASS profile saying "Subject Teacher" against a timetable showing the person leading a phase is the discrepancy clause 1.6 is written for. Licence type against licence field: transitional and certified are different instruments, and a file recording only "licensed" cannot answer the question. Dates in sequence: attestation, equivalency, licence issue, PASS registration, contract start, work permit. If contract start precedes the vetting outcome, the school engaged someone before clearance. And evidence behind claimed CPD, since 25 hours logged with no certificates is a finding under 3.12.1 and 3.12.3.
Consequences escalate. The Compliance Policy's ladder runs from a letter of concern, through fines and up to three successive warnings, temporary suspension of specific activities, licence restriction, supervision, licence suspension, and finally cancellation and closure. A suspension cannot exceed one academic year. Appeals are filed within five working days for critical actions or 60 calendar days otherwise, with ADEK deciding within 90 calendar days.

A pre-inspection staff-file audit
Run this six to eight weeks before a scheduled visit, on the whole roll. Assign one owner per step; the failure mode is diffused responsibility across HR, the academic office and the PRO.
- Export the staff list from the timetable, not from HR. Whoever stands in front of students is the population you are audited on. Reconcile against the HR list and resolve differences first.
- Reconcile that list against the regulator's system. In Abu Dhabi, match person by person against PASS including role, and flag anyone in one system and not the other. In Dubai, match against your permit records and appointment evidence.
- Separate licence status into three states. Certified, transitional, none. Record issue date and, for transitional licences, the expiry two years on. List every transitional licence expiring within twelve months with test bookings made and attempts used. Three attempts per test is the stated limit, and someone on their third attempt with six months left is a staffing risk, not a paperwork item.
- Walk the attestation chain for every foreign qualification. Issuing institution, country attestation, UAE embassy, MOFAIC, then equivalency or recognition. Mark the step reached; partial chains are the commonest defect. Check experience certificates in the same pass under clause 2.3.
- Verify mandatory positions are filled by named, present people. ADEK clause 2.4 requires Principal, Vice Principal, Head of Inclusion, Health and Safety Officer, Social Worker and Nurse full-time at all times.
- Age the acting and in-training appointments. Acting is capped at six months (2.6), in-training at two years per individual per position (2.7). Both run from appointment, so calculate rather than estimate.
- Check clearances, fitness and contracts. Criminal clearance, medical fitness, work permit and Emirates ID should sit inside the current residence cycle; anything predating the last renewal needs a reason on file. Teaching staff need a minimum two-year term under 3.8, and probation is capped at six months under 3.5.
- Sample twenty CPD logs and ask for the evidence. If the evidence rate falls below about eight in ten, rebuild the log. Confirm in the same pass that every annual appraisal exists in writing, since ADEK reserves right of access under 3.11.4.
- Produce one file per person and read three cold. Ask someone who did not compile them to answer, from the file alone: is this person licensed, cleared, permitted and qualified for the role held. If not, the file is not inspection-ready whatever the tracker says.
Where teams get this wrong
One licence field. A single yes or no cannot distinguish certified from transitional, and ADEK's Staff Eligibility Policy explicitly does. Schools discover this when asked for a list of staff holding certified licences and cannot generate one.
The tracker and the file diverge. A spreadsheet says attested; the file holds an unstamped photocopy. Update on receipt of the document, never on the promise of it.
Transitional licence expiry is treated as a renewal. It is not renewable. Diarising it like a visa renewal produces a scramble in the final month with test attempts already used.
Support and external staff are forgotten. PASS scope includes teacher assistants, social workers, bus drivers, cleaners, security guards, doctors and nurses. Schools audit teachers thoroughly and bus drivers not at all, and a mid-year promotion that never reaches PASS is a non-compliance item under 1.6.
What to automate, and what not to
Date arithmetic and reconciliation are where a system pays for itself: transitional licence expiry two years from issue, acting appointments ageing past six months, in-training past two years, contracts short of the two-year minimum, CPD short of 25 hours with evidence attached rather than asserted, and a nightly comparison between the timetable, the HR record and the regulator's system. What cannot be automated is the judgement: whether a foreign degree will be accepted as equivalent, whether an experience certificate from a school that has since closed can be verified, whether a profile is genuinely eligible for a core position. Those are conversations with the authority, decided by a person who signs their name to them, and a system that marks a file green because every field is populated has told you about the fields, not the file.
Where a system helps
